CrossGov - Coherent and Cross-compliant Ocean Governance for Delivering the EU Green Deal for European Seas : Policy briefs on challenges and opportunities for enhanced policy coherence in European seas. Deliverable 4.4

The two policy briefs in this report present key findings and recommendations from the CrossGov project. Drawing on a structured analytical framework (the CrossGov Policy Coherence Framework) and empirical analysis of five policy clusters - each composed of interrelated EU policies grouped for analytical purposes – the first brief identifies systemic fragmentation - legal asymmetries, institutional silos, and procedural misalignments - as major barriers for achieving the EU’s Ocean Pact priorities. The second policy brief argues that coherence must be a basis for the forthcoming Ocean Act and related revisions of policies to enable effective and sustainable marine governance. The brief outlines actionable recommendations for EU institutions, structured around the six strategic priorities of the Ocean Pact.
