Regulation oder Transformation? Technologie und Konflikte im (grünen) Kapitalismus am Beispiel der Wasserstoffentwicklungen in Chile
Hydrogen development is staged as central to decarbonization and global energy trade but reproduces extractivist patterns. Using critical political economy, the article shows how such technological solutions are embedded in capitalist relations of exploitation and argues that their transformative potential lies in associated social conflicts. Based on regulation theory and political ecology, it develops a heuristic to distinguish reformist, transformative, and structurally transformative change processes, applied exploratively to Magallanes, Chile. While state and union strategies tend to stabilize the system, civil society and Indigenous groups open pathways for counter-hegemonic institution building.
