Rafael Fleischman was born in Brazil where he obtained a BSc in Mechanical Engineering from the Federal University of Rio de Janeiro (UFRJ). He has worked in the Internal Combustion Engines Laboratory in the Petrobras R&D center, as well as researched biofuels in a program sponsored by the Brazilian National Agency of Petroleum, Natural Gas and Biofuels (ANP).

In 2013 Rafael has moved to Israel, where he obtained an MSc degree in Mechanical Engineering from the Technion - Israel Institute of Technology.

Rafael works as a Transportation and Air Quality Engineer in the Israeli Ministry of Environmental Protection, where he promotes regulation and public policy to mitigate environmental impacts of the transportation sector in Israel, with emphasis on reducing air pollution and GHG emissions. His main areas of actuation are: electric vehicles, CNG trucks, DPF retrofit diesel vehicles, rail emissions and vehicle emission standards and testing.
